As indicated in the Q&A above, employers are able to accept expired driver’s licenses or state IDs as a List B document for I-9 purposes so long as the ID expired on or after March 1, 2020. The clause on their terms states that the casino 'may' ask for new ID when documents are expired but this suggests that it is at their discretion. I am concerned that the casino has been happy to take a number of deposits without up to date verification but they won't process a withdrawal less than the total deposits made. I was able to fly on an internal UK flight with EasyJet using an expired passport as ID. It had expired about 6 months previously. The person on the check-in desk told me they'd accept an expired passport as ID as long as it had expired less than two years ago.

UPDATED: On Monday, March 30, 2020, the USCIS provided us with revised (and clarified) guidance on how to document an expired driver’s license or state ID on the Form I-9 due to a COVID-19 extension. Our original article has been modified as indicated in red font below.
During the past few weeks, many states across the US have been closing their DMV branch offices to the public in order to limit the spread of the coronavirus (COVID-19). As a result, individuals may be unable to apply for a new driver’s license or state ID, particularly when an in-person visit is required. To minimize customer inconvenience, many of these states are either extending the validity of the driver’s licenses and state IDs automatically or in some cases, simply limiting enforcement in the event of traffic stops.
But as we all know, the Form I-9 rules dictate that employers may only accept unexpired documents, with a few exceptions for certain documents which are auto-extended by DHS (such as EADs). Employers may also accept a variety of different receipts, including those for the application to replace a lost, stolen or damaged document – however, this would not be applicable for someone who is simply renewing their driver’s license or ID.
Last week, we inquired with the United States Citizenship and Immigration Services (USCIS) on whether they would create a special allowance for employees who are unable to renew a driver’s license or state ID as a result of COVID-19. Today, the USCIS responded with the following Q&A guidance:
Q: Many states are extending the expiration date of state IDs and/or driver’s licenses. How should the extension be documented in Section 2?
A: If the employee’s state ID or driver’s license expired on or after March 1, 2020, and the document expiration date has been extended by their state due to COVID-19, then it is acceptable as a List B document for Form I-9. Enter the document’s expiration date in Section 2 and enter “COVID-19 EXT” in the Additional Information field. Employers may also attach a copy of the state motor vehicle department’s webpage or other notice indicating that their documents have been extended.
The Section 2 expiration date should be the actual expiration date printed on the employee’s document and not an auto-extension date.

Employers can confirm that their state has auto-extended the expiration date of state IDs and driver’s licenses by checking the state Motor Vehicle Administration or Department of Motor Vehicle’s website.
Author’s note: as of this writing, the USCIS has not yet published this guidance on their website (however, we expect them to do so very soon).
As indicated in the Q&A above, employers are able to accept expired driver’s licenses or state IDs as a List B document for I-9 purposes so long as the ID expired on or after March 1, 2020. Unfortunately, the guidance is vague on whether the employer should enter the “expired” date in the List B expiration date field or the auto-extended date, which is generally the recommended process for these types of scenarios. LawLogix has inquired with the USCIS, and we anticipate additional guidance will be forthcoming.(Revised 3/30).
In addition, employers are instructed to enter the expired date of the driver’s license (or state ID) in Section 2, which is a departure from how they typically handle auto-extended documents such as EADs. We suspect that the USCIS chose this process in light of the fact that auto-extended dates are often a moving target (since some states are extending for a period of time after the state of emergency has been lifted).
What should you do if your new hire’s driver’s license or state ID expired before March 1, 2020? One thing to remember is that employees may present a wide variety of documents in order to demonstrate both identity and work authorization. Therefore, as a first step, you may inquire whether the individual has any other documents from the Lists of Acceptable Documents which can be presented instead. Asking for alternative documents is a standard practice when an employee provides a document which does not meet the strict requirements of the Form I-9.

HEALTHY AND SAFETY PROTOCOLS
Will there be any changes to the hours of operation?
The gaming floor will be operating open daily from 8am-10pm. The Genting Rewards Club will be open daily from 8am-10pm. Our Food Court and Good Friends Noodle House are now open however, our retail store will not reopen at this time.
Can guests come to Resorts World New York City if they don't live in New York?
To protect New York's containment of COVID-19, guidelines have been established for out of state travelers. You can read the specifics of these guidelines here. Guests traveling from other states, with the exception of states that are contiguous with New York, will not be permitted to visit Resorts World Casino New York City until they have completed the mandatory guidelines.

Will the casino adhere to social distancing protocols like the use of personal protective equipment (PPE)?
We require that everyone on property wear a mask. Regulations for your safety and the safety of others will be followed. We encourage you to bring your own mask, but will have them available upon entry for purchase.
What will you do if a guest or employee comes to the property with a high temperature or symptoms of COVID-19?
Upon arrival, our security team will be conducting noninvasive temperature checks using thermal scanners for both guests and employees. Any guest or team members with a temperture above 100.4 degrees will not be permitted entry.
How often will you be cleaning the property?
The RW Clean Team will be regularly deployed to clean and disinfect high-touch areas for both guests and team members throughout the property. Sanitation stations equipped with hand sanitizer and sanitizing wipes are located on the casino floor and throughout the property to encourage frequent hand washing and allow guests to clean common areas before touching.
How will Resorts World Casino New York City communicate new health and safety protocols to onsite guests?
We are following closely the guidelines and recommendations set forth by the Department of Health and the Centers for Disease Control. Our new health and safety protocols will be communicated via signage across the property highlighting the guidelines that have been put into place.

Is my PIN still the same?
Yes. If you forgot your 4-digit PIN, stop by Genting Rewards to reset it. While there, make sure to update your account if there's been any changes to your contact information.
Did my Comp Points expire?
No. Points only expire after inactivity. During this time that we were on pause, your points have also been placed on pause. Any points that were to expire due to inactivity will not expire for an additional 120 days following re-opening.
Has my card level changed?
Your card status as of April 1, 2020 will be valid through June 30, 2021. Refer to your offer panel to see your current card level.
Where are my offers?

Why don't I receive promotional offers in the mail anymore?
All promotional offers are based on an individual's gaming activity/history. To receive offers, your Genting Rewards card must be used every time you play. For specific questions on your account, please visit the Genting Rewards counter with your valid photo ID.
Where and how do I redeem promotion offers?

How do I redeem my gaming vouchers after I cash out from a slot or table game machine?
All vouchers may be redeemed at a ticket redemption kiosk or at the casino cashier within 45 days of the date the voucher is printed. After 45 days, the voucher must be redeemed at either the Lottery Claim Center next to the Food Court or at a New York Lottery Office:
The Lottery Claim Center is open daily from 10 am – 6 am. The New York City Lottery Office is located at 15 Beaver St. New York, NY 10004 and hours are Monday - Friday from 9 am - 4:30 pm.

Are your restaurants open?
Per Governor Cuomo's latest guidelines on indoor dining, our food and beverage options are not currently available. We look forward to bringing them back once we are able to.
What is the admission and parking cost?
There is no admission charge to enter the casino. Free parking is available on our self-parking surface lots. Garage parking is free for all Genting Rewards members.
Are ATMs available?
Yes, ATMs are located throughout the Casino.
What type of currency is accepted?
Our games accept U.S. dollars and gaming vouchers received through the Promotions department or purchased at the casino cage or received when you cash out of a game.
Are free alcoholic beverages served?
Per New York State guidelines, we are not permitted to serve beverages on the casino floor at this time.
Are wheelchairs available?
No, but the casino is wheelchair-user friendly with designated parking spaces, ramps and restrooms.
Can I smoke inside the casino?
In compliance with New York State law, smoking is not permitted inside the gaming facility or any indoor area at Resorts World Casino New York City. Designated smoking areas outside are available with access from both gaming floors.
